Supporting Kindergartens for a Quality Pre-School Education

1.The Ministry of Education will review the curriculum framework, provide additional curriculum resources, and increase professional development opportunities to enhance its support to kindergartens in their journey to provide a quality pre-school education.
 
Review of Kindergarten Curriculum Framework
2.The Kindergarten Curriculum Framework was launched by MOE in 2003 to guide kindergartens in developing programmes. A Kindergarten Curriculum Guide was published in 2008 to help kindergartens apply the framework to their programmes. To ensure pre-schools employ updated teaching and learning strategies, MOE has embarked on a review of the curriculum framework. Since early 2011, MOE has been consulting pre-school practitioners in focus group discussions and will continue to engage other stakeholders. The revised curriculum framework will be distributed to the pre-schools by end 2012.
 
Launch of Picture Books
3.All English Language teachers from MOE-registered kindergartens will receive a set of six picture books from today. The book set, “Nurturing Learning Dispositions — Picture Books for Kindergartens”, is the latest set of curriculum resources developed by MOE to support kindergartens in providing quality education.
 
4.Each picture book will reinforce one of six learning dispositions1 such as Perseverance, Reflectiveness, Appreciation, Inventiveness, Sense of Wonder and Curiosity, and Engagement (PRAISE). In developing these picture books, MOE collaborated with local authors and illustrators to feature local contexts which young children in Singapore can relate to. Teachers can use these books to help children become aware of, understand, recognise and value learning dispositions in meaningful and effective ways. Please refer to Annex A for a synopsis of the six picture books.
 
More professional development opportunities
5.Besides having appropriate curriculum resources to support the children’s learning, it is essential that teachers are equipped with the right knowledge and skills to develop them holistically. Over the years, MOE has enhanced professional development opportunities to help teachers pursue higher qualifications in Early Childhood Education to build their leadership and specialist capacities. These include scholarships, teaching awards and bursaries for teachers to pursue the Diploma in Early Childhood Education-Teaching conducted by Ngee Ann Polytechnic and Temasek Polytechnic, the Bachelor of Early Childhood Education with Management and the Bachelor of Early Childhood and Chinese Language Education conducted by UniSIM.
 
6.From this year, MOE will award scholarships and teaching awards for the Master of Education in Early Childhood Education conducted by the National Institute of Education (NIE). Five scholarships and teaching awards have been given out this year.
 
7.From January 2012, MOE, in collaboration with Republic Polytechnic, will launch a part-time certificate course in music and movement for pre-school teachers to extend their knowledge and skills in specialised areas of pre-school education. The course will enable teachers to design better music, movement and art activities for their pupils’ development. MOE will also look into offering other certificate courses in the future.
