The Lee Kuan Yew Fund for Bilingualism Invites Proposals to Promote Bilingualism Among Children

1.The Lee Kuan Yew Fund for Bilingualism invites the public to submit proposals to promote bilingualism among children at the pre-school level1, for a start.
2.The Fund was first announced at the launch of Mr Lee’s book, “My Lifelong Challenge: Singapore’s Bilingual Journey” on 28 November 2011. The Fund aims to promote bilingual education and supplement efforts by MOE in the teaching and learning of English and the Mother Tongue Languages, amidst changes in the home language environment. For a start, the Fund will focus on initiatives for the pre-school level. To build a more supportive language environment for the child, the Fund will focus on initiatives targeted at preschools, homes and community.
3.The Fund welcomes proposals that aim to raise the quality of teaching and learning of the English and Mother Tongue Languages in pre-schools, at home, and in the community. The proposals should promote language learning in the context of Singapore, and could take the form of teaching and learning resources, programmes, events and research. The proposals will be evaluated in terms of criteria such as their relevance, degree of impact, and sustainability.
4.“We are inviting the public to submit their proposals to promote bilingualism because we believe that schools, parents and community partners play important roles in providing our children with opportunities to be immersed in an environment conducive to the learning of languages,” said Minister for Education, Mr Heng Swee Keat, who is also the Chair of the Board of the Lee Kuan Yew Fund for Bilingualism.
5.Bilingual education is a cornerstone of our education system. Learning English and the Mother Tongue Languages helps prepare our children to plug into a globalised world and strengthen links to our Asian heritage.
6.Research has shown that exposure in early years is effective for nurturing bilingualism and the learning of multiple languages. Strengthening our efforts to encourage bilingualism in the early years, especially in listening and speaking capabilities, would provide our children with a headstart in language acquisition and lay a stronger foundation for bilingual learning in their later years.
